  1. Union Minister for MSME Narayan Rane has launched the India Export Initiative and IndiaXports 2021 Portal to increase exports by MSMEs.
      • MSMEs can help in achieving the target of $400 billion by this fiscal and achieving the challenging target of $1 trillion in exports by 2027.
      • IndiaXports aims to create awareness about the tariff relief provided to MSMEs. This will enhance the number of exporting MSMEs.
      • Information regarding a total of 456 tariff lines will be provided to MSMEs via the IndiaXports portal.
      • India’s target is to increase MSME exports by 50% in 2022 and contributing to the vision of $5 trillion economy.
  2. Contribution of MSMEs:

      • More than 63 million MSMEs have been contributing nearly 40% of overall India’s exports, contributing to approx. 6.11% of the country’s manufacturing GDP & 24.63% of the GDP from services sector.
  3. Ministry of Social Justice and Empowerment has developed the Senior Able Citizens for Re-Employment in Dignity (SACRED) portal on the occasion of International Day of Older Persons on 1st October.
      • It is the first of its kind online employment exchange platform for senior citizens seeking job opportunities.
      • Eligible – Citizens above 60 years of age
      • Users – The Employment Portal will serve not only the senior citizens seeking employment, but also the employers, the Self Help Groups (SHGs), the senior citizens gaining skills, and other agencies or individuals.
      • Funding – Rs 10 Cr will be spent on platform development and Rs. 2 Cr per year will be spent on maintenance of this portal for 5 years.
      • The portal is shaped on the recommendations of the Empowered Expert Committee (EEC) report on startups for the elderly.
      • According to the Longitudinal Ageing Study of India (LASI), India will have over 319 million elderly by 2050 compared to the 120 million now.

      • The group was constituted this year to determine the national floor (minimum) wage under the Code on Wages, 2019.
  5. Anoop Satpathy Committee:

      • In 2019, the Central Govt had rejected the Anoop Satpathy Committee’s recommendations on the National Floor Wages.
      • The recommendations were a national minimum wage of Rs 375 per day and a monthly salary of Rs 9,750.
      • In addition to the monthly pay, the panel had also suggested that a housing allowance of Rs 1,430 be provided for city-based workers.
  6. Ministry of Labour and Employment has launched DigiSaksham – a digital skilled platform – in collaboration with Microsoft India to enhance youth employability.
      • Free of cost training in digital skills will be provided to more than 3 lakh youths (with a special focus on job-seekers of semi urban areas) in the first year.
      • Training would be conducted at the Model Career Centres (MCCs) and National Career Service Centres (NCSC) for SCs/ STs across the country.
      • The training program will be implemented by Aga Khan Rural Support Programme India.
      • The Job Seekers can access the training through National Career Service (NCS) Portal of the M/o Labour.
  7. Union Minister for Panchayati Raj and Rural Development Shri Giriraj Singh launched People’s Plan Campaign 2021- Sabki Yojana Sabka Vikas and Vibrant Gram Sabha Dashboard.
      • He also released a booklet on People Plan Campaign-2021 for preparation of plans for FY 2022-23 and the 10th issue of Gramoday Sankalp Magazine.
      • The campaign aims to help the panchayats in their planning process.
  8. Ministry of Road Transport and Highways has announced the detailed procedure of setting “Registered Vehicle Scrapping Facility” (RVSF) under the National Automobile Scrappage Policy.
      • Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 provides for the establishment of the RVSF.
      • The RVSF will be linked to the VAHAN portal of the Ministry.
      • The Union Ministry will set up a “Single Clearance Portal” to register or renew the registration of RVSF facilities. Entire process will be completed within 60 days.
      • Registration of RVSF will be valid for 10 years and can be renewed for 10 more years, at a time.
      • RVSF will also get the access to National Crime Records Bureau (NCRB) to check if a stolen vehicle was brought for scrapping.
      • Vehicle, registered in any state, can be scrapped at any of the registered facility in other states.
  9. About VAHAN & SARATHI Portals:

      • VAHAN is the vehicle registration portal of the Ministry of Road Transport and Highways.
      • SARATHI is the portal for issuing Driving Licenses to citizens.
      • Both of these portals aim at compiling the data with respect to Vehicle Registration and Driving Licenses of all the states in State Register and National Register.
      • The overall aim of these portals is to computerize the functioning of Road Transport Offices (RTOs) across the country to curb corruption and improve the quality of RTOs offices.
      • It also aims to introduce a common pan-India level same standard for Registration certificate and driving licenses.
  10. All India Institute of Ayurveda (AIIA) has developed an immunity boosting ‘Bal Raksha Kit’ to protect the children up to the age of 16 from the viral infection till the time a vaccine is available.
      • As many as 10,000 kits will be distributed free-of-cost on National Ayurveda Day on November 2.
      • The kit will enhance the immunity of children to help them fight SARS-CoV-2 (COVID-19) infection and keep them healthy.
      • The kit comprises of a syrup made of basil, giloy, cinnamon, liquorice and dry grapes, Annu oil, Sitopaladi and Chyawanprash.
      • The kit has been manufactured by Indian Medicines Pharmaceutical Corporation Limited (IMPCL) in Uttarakhand.
      • Along with the kit, Suvarnaprashan (Swarna Prashan) will be given to 5,000 children on that day. It helps in improving the overall health of children.

  1. PM Narendra Modi would virtually inaugurate the Central Institute of Petrochemicals Engineering and Technology (CIPET) in Jaipur district, Rajasthan.
      • The Prime Minister would also lay the foundation stone of four medical colleges in Banswara, Sirohi, Hanumangarh, and Dausa districts of Rajasthan.
  2. NITI Aayog, Amazon Web Services, and Intel have announced to establish a new experience studio at the NITI Aayog Frontier Technologies Cloud Innovation Center (CIC) in New Delhi.
      • The studio will be a hub for collaboration and experimentation to enable problem solving and innovation between government stakeholders, start-ups, enterprises, and industry domain experts.
      • The NITI Aayog Frontier Technologies CIC was established in October 2020 as part of the AWS Cloud Innovation Centers Global Program.

State News

  1. Rajasthan has launched the “Mukhyamantri Prayatan Sambhal Yojana” to provide financial assistance to entrepreneurs engaged in the tourism sector.
      • The scheme will help in reviving the tourism sector of the state which is affected by the pandemic.
  2. Maharashtra govt has announced to launch the Digital Baramati Umbrella App – a mobile application designed to provide all citizen-centric govt facilities at a single click.
  3. Under the Assam Micro Finance Incentive and Relief Scheme (AMFIRS), 2021, the state cabinet has approved a relief of Rs. 1800 crore for around 11 lakhs microfinance borrowers who are making regular payments to banks.
      • The maximum limit of relief would be Rs. 25,000 for loans of up to Rs. 1.25 lakhs only.
  4. Asian Infrastructure Investment Bank (AIIB) has approved a loan of $356.67 million for the expansion of Chennai Metro Rail.
      • AIIB has approved funding for 28 projects in India, with a total amount of $6.7 billion. The energy and transport sectors have received the highest amount of AIIB’s financing.
      • India has remained the biggest borrower of AIIB (based in Beijing) for a considerable period of time.

  1. UNCTAD has released the ‘Digital Economy Report’ 2021.
      • Canada, Australia, Mexico, Singapore, United States and Philippines allow the free flow of cross border data.
      • These countries use “light-touch approach” for data flow.
      • Light-touch approach is mostly used by countries which have strong regulatory environments to monitor compliance of domestic laws.
      • However, Philippines’s use of this approach is towards its “dependence” on the outsourcing industry, which is the major economic growth drivers of this country.
      • Countries like India, China, Indonesia, Nigeria, Pakistan, Kazakhstan, Rwanda, Russian Federation, Turkey, Saudi Arabia and Vietnam use “restrictive” or “guarded” approach for cross-border data flows.
      • Personal Data Protection Bill 2019 and the Draft National E-Commerce Policy are acting as the milestones for maintaining India’s autonomy in data transfer and protecting national interest.
Digital Economy Report
  1. NITI Aayog has released the “Best Practices in the Performance of District Hospitals” 2021 report.
      • The report has been prepared with the help of WHO India. The on-ground data validation was done by National Accreditation Board for Hospitals and Healthcare Providers (of QCI).
  2. Structure of the Report:

      • The report assessed 707 hospitals across 36 states and Union Territories during 2018-19.
      • Hospitals were categorised as small (up to 200 beds), mid-sized (201-300 beds) and large hospitals (more than 300 beds).
      • Key parameters of assessment: –

Results:

    • As per the report, a district hospital in India has on an average 24 beds per 1 lakh population.
    • Bihar is the worst performing state with lowest average of six beds per 1 lakh population.
    • Puducherry has the highest number of beds at 222 per one lakh population.
    • At least 15 states and UTs have lower than the average number of beds recommended by the Indian Public Health Standards (IPHS) 2012 guidelines.
    • Overall, 75 district hospitals across 24 States and Union Territories emerged as top performers.
NITI Aayog Findings
Standard Guidelines:

    • As per Indian Public Health Standards (IPHS) 2012 Guidelines, there should be at least 22 beds per one lakh population in district hospitals (it is based on 2001 Census).
    • WHO recommends five hospital beds for every 1,000 people.

  1. Indian Bank has become the official partner bank for the collection of offline and online treasury for the Integrated Financial and Human Resources Management System.
      • The Integrated Financial and Human Resources Management System is a portal developed by the government of Tamil Nadu.
      • The portal aims to integrate human resources and finance related services providing a comprehensive management system.
      • The public can avail services like small savings, pension, co-operative audit and government data centre, e-challan facility, among many others, through this portal.
  2. Suryoday Small Finance Bank has announced to stop its Automatic Teller Machine (ATM) services from October 1, 2021 due to operational reasons.
  3. Dairy-tech startup Stellapps has partnered with Airtel Payments Bank to enable cashless payment transfers to small dairy farmers.
      • Airtel Payments Bank will onboard Stellapps’ new partner milk collection centers as banking points to offer banking services to dairy farmers.
      • The pilot launch of this partner ecosystem has been done in Uttar Pradesh (Varanasi & Kanpur) and Madhya Pradesh (Gwalior).
  4. SEBI has approved amendment to ease the process of delisting equity shares after an open offer is made; to boost M&A activities among listed companies.
      • Present rule – After the open offer is made, the acquirer is forced to bring his stake down to 75% in the acquired company, if s/he wants to apply for the delisting of the company.
      • New rule – Now, the acquirer must propose a higher price for delisting with suitable premium over open offer price.
        • If the company does not get delisted after the open offer and the acquirer crosses 75% benchmark, then, s/he will get 12 months for completing the delisting of the acquired company.
        • Even after 12 months, the delisting does not happen, then, the acquirer must bring her/his stake as per the minimum public shareholding norm within a period of 12 months from the end of such period.
      • SEBI (Substantial Acquisition of Shares and Takeovers) Regulations, 2011 (Takeover Regulations) was amended for this.
  5. SEBI has amended the definition of “Related Party” to curb the misuse of the same in siphoning of funds.
      • Now, all entities that are part of the promoter or promoter group irrespective of their shareholding will be considered a “Related Party”.
      • Also, any person that holds, directly or indirectly, over 20% in the preceding year – or 10% or more with effect from April 1, 2023 – will also be considered to be a related party.
      • Related Party Transactions (RPT) would include any trade between a “listed entity or any of its subsidiaries on one hand and a related party of the listed entity or any of its subsidiaries on the other hand.”
      • SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015 has been amended for changing the definition of RPT.
  6. SEBI has eased the eligibility criteria for superior voting rights (SR).
      • New criterion – An SR shareholder, as an individual, should not have a net worth of over Rs 1,000 crore.
      • Old criterion – An SR shareholder should not be part of a promoter group with a net worth of more than Rs 500 crore.
      • Further, the minimum gap between the issuance of SR shares and the filing of Red Herring Prospectus (RHP) has been reduced to 3 months from the existing 6 months.
  7. SEBI has approved the idea of launching silver exchange-traded funds (ETFs) in India.
      • At present, Indian mutual funds are allowed to launch ETFs tracking only one commodity – gold.
      • Now, the mutual funds and investors can invest in ETFs that track the prices of silver.
      • In developed countries, some ETF schemes replicate the returns in silver by use of derivatives (investing in futures), while others prefer to buy physical silver bars for the same.
      • In India, mutual funds have to buy physical gold for the gold ETF they manage. This mandate is expected to remain the same for silver ETFs as well.
  8. Central Govt has kept the interest rates on small savings schemes unchanged for the third quarter of the financial year 2021-22 starting from October 1, 2021.
