  1. Central govt has approved to form a commission under National Programme for Civil Services Capacity Building (NPCSCB), also known as ‘Mission Karmayogi’, to train civil servants at all levels.
      • The commission is called Capacity Building Commission, which will be chaired by Adil Zainulbhai (former Quality Council of India chief).
      • Ramaswami Balasubramaniam has been appointed as member (HR) and Praveen Pardeshi as a member (administration) of this commission.
      • The commission will also help the Prime Minister’s Public Human Resources Council in approving the annual capacity building plans and will make necessary recommendations, besides suggesting policy changes required in the areas of HR management and capacity building.
  2. US Special Presidential Envoy for climate John Kerry visited India.
      • Both countries decided to collaborate on a 2030 agenda with focus on clean and green energy, adequate climate finance, resilient infrastructure and green hydrogen.
  3. MyGov India and Ministry of Electronics and Information Technology have collaborated to conduct a hackathon to bring finest start-ups and experts in designing and deploying AI solutions for farmers.
      • Hindustan Unilever, Google and MyGov India have come together for this hackathon which will try to find innovative solutions to conserve freshwater usage and to address water scarcity problems in India by involving start-ups.
  4. Khadi and Village Industries Commission (KVIC) has launched RE-HAB (Reducing Elephant-Human Attacks using Bees) pilot project in Karnataka.
      • Purpose – for installing bee boxes along the periphery of the forest and the villages to reduce human-elephant conflict.
      • These spots are located on the periphery of Nagarahole National Park and Tiger Reserve, which is a known conflict zone.
      • The initiative will increase honey production and farmers’ income.
      • Project RE-HAB will be implemented in all states, affected by elephant attacks like West Bengal, Jharkhand, Odisha, Chhattisgarh, Assam, Tamil Nadu and Kerala.
      • This project was launched under the Honey Mission.
  5. India and Seychelles conducted a high level virtual event to inaugurate a range of Indian projects in Seychelles. Events during the meeting: –
      • Joint e-inauguration of the new Magistrates’ Court Building in Seychelles;
      • Handing over of a Fast Patrol Vessel to Seychelles Coast Guard;
      • Handing over of a 1 MW Solar Power Plant to Seychelles;
      • Inauguration of 10 High Impact Community Development Projects (HICDPs).
      • The new Magistrates’ Court Building in the capital city Victoria, is India’s first major civil infrastructure project in Seychelles built with grant assistance.
  6. Ministry of Civil Aviation has permitted Central Mine Planning and Design Institute (CMPDI) to use drones for mapping and surveying coal fields of state-run Coal India Limited.
  7. Central Government has allocated Rs 50,000 crores to the Jal Jeevan Mission for the financial year 2021-22.
  8. NITI Aayog has launched the first-of-its-kind online dispute resolution (ODR) handbook in India.
      • The handbook is an invitation to business leaders to adopt ODR in India.
  9. 3rd India-Bahrain High Joint Commission meeting was held in New Delhi.
      • It was co-chaired by EAM S. Jaishankar and his Bahrain counterpart Dr Abdullatif bin Rashid Al Zayani.
  10. First Meeting of the Joint Working Group on Counter Terrorism, Countering Violent Extremism and De-Radicalisation between India and the Maldives was held in New Delhi.

State News

  1. West Central Railway has become the first fully electrified Indian railways zone.
  2. Jammu and Kashmir LG Manoj Sinha has launched an online portal to facilitate e-management and monitoring of infrastructure.
      • The Jammu and Kashmir Public Works – Online Management, Monitoring and Accounting System (JKPW-OMMAS), and the two apps — ‘Hamari Sadak’ and ‘Tameer Taraqqi’ — of Public Works (Roads and Buildings) Department have been developed by the Centre for Development of Advanced Computing (C-DAC).
  3. Ladakh administration has signed a tripartite MoU with Ladakh Autonomous Hill Development Council, Leh and Solar Energy Corporation of India Limited for developing a 50 MW solar power project at Taru in Leh district.
  4. State’s Assembly Committee on Women Empowerment, chaired by Ampareen Lyngdoh, has submitted its report to the Meghalaya Government.
      • As per this report, 3 out of every 1000 pregnant women in the state are testing positive for HIV in the state.
  5. Asian Development Bank (ADB) has approved a $484 million loan to improve transport connectivity and road maintenance in the Chennai-Kanyakumari Industrial Corridor (CKIC) in Tamil Nadu.
      • The CKIC is part of India’s East Coast Economic Corridor, which stretches from West Bengal to Tamil Nadu and connects India to the production networks of Southeast and East Asia.
      • The project will upgrade about 590 km of state highways in the CKIC influence areas.

      • United Nations Convention on the Law of the Sea governs the law and order in relation to the use of oceans / seas and their resources.
      • The Convention was opened for signature on 10 December 1982 in Montego Bay, Jamaica. It entered into force in 1994.

  1. Second G20 Finance Track Ministerial meeting was held under the Italian G20 Presidency.
      • Finance Ministers and Central Bank Governors (FMCBG) of G20 countries gathered virtually for the meeting.
      • G20 countries decided to extend Debt Service Suspension Initiative, by six months, till December 2021.

  1. Jana Small Finance Bank has partnered with Axis Securities (a wholly-owned subsidiary of Axis Bank) to offer its customers the perfect mix of banking and investing through 3-in-1 account.
      • The 3-in-1 account integrates seamlessly Savings Bank Account maintained by Jana Small Finance Bank & Demat and Trading Accounts maintained by Axis Securities.
  2. ReNew Power plans to invest $9 billion in wind and solar projects through 2025 amid a government-backed effort to reduce emissions.
  3. Bank lending to non-banking finance companies/NBFCs (other than microfinance institutions) for on-lending to agriculture, MSME and housing will continue to be classified as priority sector lending (PSL) for six more months up to September 30.
      • RBI has also enhanced the loan limit under PSL from ₹50 lakh to ₹75 lakh per borrower to encouraging farm credit to individual farmers against pledge/ hypothecation of agricultural produce.
      • This enhanced limit is against the pledge/ hypothecation of agricultural produce backed by Negotiable Warehouse Receipts (NWRs)/electronic-NWRs (e-NWRs) issued by warehouses registered with the Warehousing Development and Regulatory Authority (WDRA).
      • For other Warehouse Receipts, the loan limit for classification under PSL will continue to be ₹50 lakh per borrower.
  4. HDFC Bank has chosen a total of 21 startups for providing grants under its SmartUp Grants program for 2021.
      • These startups also include Gujarat-based start-ups, ‘SciKnowTech’ and ‘IEI Didactics’.
      • This year, the bank plans to extend grants worth an estimated Rs 5 crore to all the 21 start-ups.
      • ‘SciKnowTech’ has built a platform of experiential teaching of Science & Mathematics. IEI Didactics is an impact startup to impart life skill education using an activity-based learning approach.
      • Through the SmartUp programme, HDFC Bank aims to nurture entrepreneurial spirit of the start-up community to create jobs, opportunities and impact for the society and environment.
      • HDFC Bank has instituted SmartUp grants in 2017 to support startups across India.
  5. According to the tax department, income tax and corporate tax collections was at ₹9.45 lakh crore in the fiscal year ended March 31 exceeded the revised target by 5% but were 10% lower than the direct tax collections in the previous year.
      • The government had projected ₹13.19 lakh crore from direct taxes in the budget for 2020-21.
  6. International Monetary Fund has estimated that India’s debt to GDP ratio increased from 74% to 90% during the COVID-19 pandemic.
      • However, IMF expects this to drop down to 80% as a result of the country’s economic recovery.
