National News

  1. The Supreme Court held that the Governor’s power to pardon prisoners, even death sentence.
      • This decision overrides the Section 433A of Code of Criminal Procedure (CrPC), which states that death convicted-prisoners shall not be released from prison unless they had served at least fourteen years of imprisonment.
      • However, Article 72 and 161 of the constitution gives the powers to President and Governors, respectively, to pardon prisoners.
  2. India Meteorological Department (IMD) has undertaken installation of Agro-Automatic Weather Stations (AWS) to provide exact weather forecast to the people, especially the farmers.
      • 200 Agro-Automatic Weather Stations will be established.
      • These are established at the District Agromet Units (DAMUs) located in the Krishi Vigyan Kendras (KVKs) to provide Agro-met Advisory services under Gramin Krishi Mausam Sewa (GKMS) scheme.
      • All this information was provided by Dr Jitender Singh (M/o Science & Technology and Earth Sciences) to the Rajya Sabha.

    About Gramin Krishi Mausam Sewa (GKMS) scheme:

      • It was implemented in the year 2017. It is administered by Ministry of Earth Science.
      • The scheme is administered by IMD, in collaboration with Indian Council of Agricultural Research (ICAR) and State Agricultural Universities.
      • The scheme provides advisories for weather-based crop and livestock management.
      • Under the scheme, medium range weather forecast at district and block level is generated and based on the forecast, Agromet Advisories are prepared and communicated to the farmers on every Tuesday and Friday.
      • The advisories are communicated by Agromet Field Units (located in State Agricultural Universities) and District Agromet Units (located at KVKs) to the farmers.
      • These agromet advisories help farmers to take informed decisions related to day-to-day agricultural operations to reduce monetary loss and maximize crop yield during deficient rainfall situations and extreme weather events.
      • IMD monitors the rainfall and weather situations and issues alerts to farmers and State Department of Agriculture for effective management of calamity.
      • These alerts are sent through various modes like print and electronic media, Door Darshan, radio, internet etc. including SMS using mobile phones through Kisan Portal (of Ministry of Agriculture and Farmers’ Welfare).
      • Ministry of Earth Science had also launched a mobile app named Meghdoot to help the farmers to get the weather information including alerts and related agro-met advisories specific to their districts.
  3. ISRO has launched Health QUEST study (Health Quality Upgradation Enabled by Space Technology of ISRO) during an event, which was co-organised by Association of Health Care Providers India (AHPI) and Society for Emergency Medicine in India (SEMI).
      • The study aims to improve the healthcare services by reducing human errors and achieve zero defect and quality service in the Emergency and Intensive Care units of hospitals.
      • The study will upgrade the healthcare systems standards of the country in line with the ISRO quality standards and best practices.
      • The procedures and practices of Quality Assurance mechanism, that is followed by ISRO, will be shared with the study team for setting the parameters to establish health care quality standards.
      • The study will be undertaken by 20 private hospitals across India.
  4. The launch of GISAT-1 – the first state-of-the-art agile Earth observation satellite (EOS-03) – has failed.
      • The satellite was launched on GSLV-F10 rocket from Satish Dhawan Space Centre at Sriharikota.
      • The satellite was aimed to provide near real-time imaging of agriculture, forestry, water bodies, disasters- cyclone, thunderstorm, cloud burst etc.

  5. PM Narendra Modi has met former Australian PM Tony Abbott, who is visiting as Australian PM Scott Morrison’s special trade envoy to India.
      • Both of them discussed ways to further strengthen bilateral trade and investment.
  6. Parliament has passed The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021.
      • The bill aims to amends the Constitution (Scheduled Tribes) Order, 1950.
      • The Bill removes the Abor tribe from the list of identified STs in Arunachal Pradesh.
      • Further, it replaces certain STs with other tribes.

State News

  1. Andhra Pradesh has signed an agreement with Bank of Baroda for the implementation of its new “Fish Andhra” scheme.
      • Under the scheme, 100 aqua hubs will be established in line with Pradhan Mantri Matsya Sampadha Yojana (PMMSY).
      • These 100 aqua hubs would be set up and around 14,000 outlets of different sizes and nature would be set up across the State.
      • Each aqua hub constitutes 140 beneficiaries and the project cost is Rs 5.5 crore.
      • The funding pattern of the aqua hub is 15% beneficiary contribution, 40% government aid and 45% bank loan.
      • The Bank of Baroda has come forward to assist and finance the entire 14,000 beneficiaries for setting up aqua units under this Fish Andhra Scheme.
  2. Assam govt, NABARD and AIFA (Assam Infrastructure Financing Authority) have signed an MoU to execute development projects in the state.
      • The MoU involves Rs 13,200 crore will essentially be used for infrastructural development for NABARD Infrastructure Development Assistance (NIDA) and Rural Infrastructure Assistance to State Government (RIAS) in rural and semi urban areas across the state.
  3. Haryana Government has signed MoU with ‘Walmart Vriddhi’ and ‘Haqdarshak’ company to take MSME products to the international market.
      • The Haryana government has also launched an Employment Generation Subsidy Scheme to create job opportunities for all categories of people— unskilled, semi-skilled, and skilled — of the state for the industries’ capacity building.
      • Companies will be given subsidies for employing skilled, semi-skilled and unskilled category persons domiciled in Haryana.
      • The scheme will be considered effective from January 1, 2021 and will be in operation for a period of five years.
  4. Agricultural and Processed Food Products Export Development Authority (APEDA) has signed an MoU with the University of Agricultural Science (UAS), Bangalore, for boosting agri-exports in India, especially from Karnataka.
  5. Swiggy and Hero Lectro Cargo (HLC) have partnered to deliver food via e-bikes in Hyderabad, Telangana.
  6. Principal Scientific Adviser to the Government of India Prof. K. Vijay Raghavan virtually inaugurated a decentralized biomedical waste incinerator at Buxar Municipality, Bihar.
      • The technology developed by Ganesh Engineering Works was selected through the Biomedical Waste Treatment Innovation Challenge launched in June 2020 by the Waste to Wealth Mission.

  1. India began the sea trials of INS Vikrant (India’s second aircraft carrier).
      • It has been built by Cochin Shipyard Ltd at a cost of Rs 23,000 crores.
      • Over 76% of the material is developed indigenously.
      • INS Vikrant is named after India’s 1st aircraft carrier – INS Vikrant – which played a major role in 1971 war. It was decommission in 1997.

International News

  1. Germany became the 5th country to sign International Solar Alliance Framework Agreement after amendments to it entered into force on 15 July 2020.
      • The new amendment opened the treaty for all UN Member States.
      • Earlier, ISA was open for Tropical countries only.
  2. Thailand has banned the use of sunscreen in all marine national parks in the country to contain coral-damaging chemicals.
  3. Russia is hosting the extended Troika Meet with Pakistan, China and the US to review the situation of Afghanistan.
      • India was not invited by Russia in the Meet.

Banking & Economy

  1. SEBI has allowed payments banks to carry out the activities of investment bankers.
      • Non-scheduled payments banks, which have prior approval from the RBI, will be eligible to act as a banker to an issue (BTI).
      • Further, payments banks registered as a BTI will also be permitted to act as self-certified syndicate banks, subject to the fulfilment of the criteria laid down by the SEBI in this regard from time to time.
      • The blocking/movement of funds from the investor to issuer shall only be made through the savings account of the investor held with the payments bank.
      • Bankers to an issue mean a scheduled bank or such other banking company as may be specified by SEBI carrying activities, including acceptance of application money, acceptance of allotment or call money, refund of application money and payment of dividend or interest warrants.
      • Investment bankers – Investment banking is a specific division related to the creation of capital for other companies, governments, and other entities.
        • The investment bankers undertake activities like underwriting new debt and equity securities for all types of corporations, aid in the sale of securities, and help to facilitate mergers and acquisitions, reorganizations, and broker trades for both institutions and private investors.
        • Investment banks also provide guidance to issuers regarding the issue and placement of stock.
  2. NABARD has partnered with Central Warehousing Corporation to provide better storage facilities for farmers producer organisations (FPOs).
      • Under this partnership, state-of-the-art storage facilities will be made accessible to over 5,000 FPOs across the country.
      • Under this partnership, the work will be undertaken by NAB FOUNDATION.
      • The aim is to double the current warehousing capacity to nearly 300 MT to make any substantial difference to the current scenario.
  3. RBI has extended the time period for banks for complying with the Current Account Opening guidelines of RBI by 3 months, till October 30, 2021.
Conditions for Opening Current Accounts:
• In case of borrowers who have not availed of CC/OD facility from any bank, there is no restriction on opening of current accounts by any bank if exposure of the banking system to such borrowers is less than ₹5 crore.
• In case of borrowers who have not availed of CC/OD facility from any bank and the exposure of the banking system is ₹5 crore or more but less than ₹50 crore, there is no restriction on opening a current account. Even non-lending banks can open current accounts for such borrowers though only for collection purposes.
• The restriction applies to borrowers who have availed CC/OD facility.

  1. SBI Payments has partnered with Hitachi Payment Services to develop the capability to acquire e-RUPI transactions on the Yono SBI Merchant app.
      • Merchants are now allowed to use the ‘UPI Voucher’ feature on the Yono SBI Merchant App to accept prepaid UPI e-vouchers.
      • Hitachi Payment Services will also support SBI Payments in merchant on-boarding and merchant transaction settlements for e-RUPI.
      • e-RUPI was first used by SBI Payments at a private covid-19 vaccination centre in Mumbai.
      • SBI Payments is a joint venture between State Bank of India and Hitachi Payment Services.

  1. The Indian Econometric Society (TIES) Trust has conferred the inaugural Prof CR Rao Centenary Gold Medal (CGM) to two distinguished Indian scholars — Dr Jagdish Bhagwati and Dr C Rangarajan.
      • Dr Bhagwati is a professor of economics, law and international relations at Columbia University and Director of the Raj Centre on Indian Economic Policies.
      • Dr Rangarajan is the former chairman, Economic Advisory Council of the Prime Minister and former governor, Reserve Bank of India (RBI).
      • The award has been created by TIES to honour CR Rao (Mathematical statistician). The award will be presented once in two years to an Indian or Indian-origin scholar for her/his lifetime contributions to the fields of theoretical and applied aspects of quantitative economics.
  2. Ajay Dilwari (Indian-origin entrepreneur) has been honoured with Order of British Columbia award. It is the highest form of recognition given by Canada’s British Columbia province.
      • Dilwari is the owner of Canada’s largest automotive group — Dilawri Group.
