  1. Union Minister for Social Justice and Empowerment Dr Virendra Kumar launched ‘PM-DAKSH’ portal and ‘PM-DAKSH’ mobile app.
      • The portal and app have been developed by the Ministry of Social Justice and Empowerment, in collaboration with National E-Governance Division (NeGD).
      • The Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Yojana is being implemented by the Ministry of Social Justice and Empowerment from 2020-21.
      • Under the scheme, eligible target groups are provided skill development training programmes through the government training institutes, sector skill councils of the Ministry, and other credible institutions.
      • Target groups – Marginalized persons of SC, OBC, Economically Backward Classes, De-notified tribes, Sanitation workers including waste pickers, manual scavengers, transgenders and other similar categories.
      • Now, all the information related to skill development training programs and centres will be provided at one place i.e., ‘PM-DAKSH’ portal and mobile app. Candidates can also register themselves under the training programs.
      • During the year 2021-22, approximately 50,000 persons will be trained.
  2. Vice President of India, Venkaiah Naidu released a commemorative postage stamp on ‘Mananiya Chaman Lal’ (social worker).
  3. PM Narendra Modi has announced to achieve the target of $400 billion worth merchandise exports in the current fiscal (FY22).
      • In the first four months of FY22, India has exported $130 billion worth of merchandise.
      • Over the last nine years, merchandise exports from India have hovered around $260-330 billion, with the highest ever being $330 billion in 2018-19.
      • The government has set up a target of $1 trillion in 2027-28 for merchandise exports and $500 billion exports in the next two years.

  1. Prime Minister Narendra Modi will address the industry on government and businesses working together for a self-reliant India.
      • Modi will speak on the theme ‘India at 75: government and business working together for Aatmanirbhar Bharat,’ at the annual meeting of the Confederation of Indian Industry.
  2. According to the Union Health Minister Mansukh Mandaviya, 65% of the tuberculosis cases in India are in the 15-45 age group, which is the most economically productive population segment.
      • 58% of the TB cases comes from rural areas.
      • India has a target to eliminate TB by 2025.
  3. Parliament has passed the Central Universities (Amendment) Bill, 2021 which amends the Central Universities Act, 2009.
      • The 2009 Act provides for the establishment of Central Universities for teaching and research in Andhra Pradesh, Bihar, Kerala, and Haryana.
      • The 2021 Bill provides for the establishment of the Sindhu Central University in the union territory of Ladakh.
  4. Parliament passed the Tribunals Reforms Bill, 2021 through a voice vote.
      • In April 2021, Tribunals Reforms (Rationalisation and Conditions of Service) Ordinance 2021 was promulgated by the President, which is now nullified in the presence of this bill.
      • The bill aims to close down the tribunals under nine laws, which are:
        • The Trade Marks Act, 1999
        • The Copyright Act, 1957
        • The Customs Act, 1962
        • The Patents Act, 1970
        • The Airports Authority of India Act, 1994
        • The Control of National Highways (Land and Traffic) Act, 2002
        • The Geographical Indications of Goods (Registration and Protection) Act, 1999
        • Protection of Plant Varieties and Farmers’ Rights Act, 2001
        • The Cinematograph Act, 1952
      • Government’s rationale – These tribunals were causing cost to the exchequer.
      • Criticism of the bill – It is impinging the judiciary system of India.
      • The pending cases of these tribunals will be shifted to commercial or high courts.
      • The government began the process of rationalisation of tribunals in 2015. By the Finance Act, 2017, 7 tribunals were abolished or merged based on functional similarity and their total number was reduced from 26 to 19. Now, nine more tribunals will also shut down.
  5. Rajya Sabha has passed ‘The Limited Liability Partnership (Amendment) Bill 2021’ to amend the Limited Liability Partnership (LLP) Act, 2008.
      • The bill also seeks to insert a new section 34A so as to empower the central government to prescribe “Accounting Standards” or “Auditing Standards” for a class or classes of limited liability partnerships.

State News

  1. Kerala Financial Corporation (KFC) has launched ‘KFC Startup Kerala’ scheme for funding startups in the state.
      • This is the first-of-its-kind scheme where all stages of startups are considered.
      • The scheme will support startups in all stages of their growth from ‘proof of concept’ to ‘prototype development, product trials, market entry, commercialization and scaling up’.
      • Budget of the scheme – Rs 10 crore
      • The assistance will be Rs 25 lakh for productization, Rs 50 lakh for commercialization and Rs 100 lakh for scaling up. This will be subject to 90% of the project cost in each stage.
      • Loans will be provided at a concessional interest rate of 7% without collateral, with a repayment period of 60 months, including the moratorium period of 12 months.
  2. Karnataka has become the first state in the country to issue the order with regard to the implementation of National Education Policy-2020.
      • The state government has issued an order on the implementation of NEP-2020 with effect from the current academic year 2021-2022.
  3. Gujarat CM Vijay Rupani has launched eNagar mobile application and portal to provide essential services online to the citizens.
      • The eNagar covers 10 modules with 52 services including property tax, professional tax, water & drainage, Complaints and grievance redressal, building permission, fire and emergency services.

  1. South Africa has become the first country in the world to award a patent to an invention by an Artificial Intelligence (AI).
      • Dabus (an AI machine) is the inventor and owner of this patent. Dabus stands for the Device for the Autonomous Bootstrapping of Unified Sentience.
      • Dabus conceptualised the interlocking food and beverage container based on fractal geometry.

  1. ‘Climate Change 2021: the Physical Science Basis’ report has been released by United Nations’ Inter-Governmental Panel on Climate Change (IPCC).
      • It is the sixth assessment report of IPCC.
      • For the first time, IPCC has also provided a more detailed “regional assessment of climate change” (across 11 regions globally) which will help in risk assessment and taking necessary adaptation measures.
      • The global temperature will reach or exceed 1.5°C of warming over the next 20 years under all scenarios. It is a “code red for humanity”.
      • Currently, the global average temperature rise is 1.1°C above the pre-industrial level (1850-1900).
      • A further rise of 0.4°C degree, may lead to increasing number of heat wave events, longer warm and shorter cold seasons, and faster sea-level rise globally.
      • Globally, coastal areas will see continued sea level rise (3-4 mm per year in 2015 to 3-8 mm per year by 2100 in a very low emission scenario) throughout the 21st century.

  1. SEBI has overhauled the rules pertaining to the appointment, removal and remuneration of independent directors to ensure their independence and effectiveness.
      • The new rules will be applicable from January 1, 2022.
      • Under the new rules, appointment, re-appointment and removal of independent directors in a listed company will be done through a special resolution of shareholders.
      • In the special resolution, the number of votes in favour of the resolution should be at least three times those against the resolution.
      • This will ensure that independent directors are not removed or appointed at the discretion of promoters.
      • The cooling-off period of one year has been introduced for an independent director transitioning to a whole-time director in the same company/holding /subsidiary/associate company or any company belonging to the promoter group.
      • No independent director, who resigns from a listed entity, shall be appointed as an executive / whole time director on the board of the listed entity, its holding, subsidiary or associate company or on the board of a company belonging to its promoter group, unless a period of one year has elapsed from the date of resignation as an independent director.
      • To give effect to the new rules, Sebi has amended LODR (Listing Obligations and Disclosure Requirements) Regulations, 2015.
  2. Central Bank of India has entered into a strategic co-lending partnership with Dhanvarsha Finvest Ltd (DFL) to offer loans against gold ornaments under priority sector to MSMEs.
      • Dhanvarsha Finvest is a BSE-listed non-banking finance company providing credit to the MSME sector.
