  1. Ministry of Chemicals and Fertilizers has announced to increase the number of PM Jan Aaushadhi Kendras to 10,000 by 2024.
      • As on October 10, 2021, the number of Janaushadhi Kendras has increased to 8,366 covering 736 districts in the country.
      • The Kendras supply 1,451 drugs and 240 surgical instruments.
      • Medicines available under Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) are priced around 50% -90% less than that of branded medicines.
      • Pharmaceuticals & Medical Devices Bureau of India is the implementing agency of Pradhan Mantri Bhartiya Janaushadhi Pariyojana.
  2. The Cabinet Committee on Economic Affairs has approved the proposal of the Department of Fertilizers for fixation of Nutrient Based Subsidy Rates for P&K Fertilizers for the year 2021-22 (from 1st October, 2021 to 31st March, 2022).
      • Total budget for subsidies – Rs. 28,602 crores
      • Special one-time package for additional subsidy on Di-Ammonium Phosphate (DAP) at the tentative additional cost of Rs. 5,716 crore.

  1. Abortion within 24 weeks has been legalised under the Medical Termination of Pregnancy (Amendment) Rules, 2021.
      • The new rules allow abortion to survivors of sexual assault or rape or incest, minors and women whose marital status changes during an ongoing pregnancy (widowhood and divorce), mentally ill women, and women with physical disabilities.
      • The rules also allows abortion for cases of foetal malformation that has a substantial risk of being incompatible with life or if the child is born and women with pregnancy in humanitarian settings or disaster or emergency situations as may be declared by the government.
  2. Climate Resilience Information System and Planning (CRISP – M) tool for MGNREGS has been launched by Union Minister of Rural Development and Panchayati Raj.
      • The portal will integrate the climate information in Geographic Information System (GIS) based watershed planning under MGNREGA.
      • The tool will be used in 7 states – Bihar, Jharkhand, Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Odisha and Rajasthan.
      • The tool has been launched in collaboration with Foreign Commonwealth and Development Office, Government of UK.

State News

  1. Chennai Port Trust, National Highway Authority of India and the Tamil Nadu government will develop a state-of-the-art multimodal logistic park at Mappedu in Tiruvallur district.
      • An MoU was signed to develop this park.
      • To develop the MMLP at Mappedu, a Special Purpose Vehicle (SPV) will be formed with all the three parties.

  1. Software Technology Parks of India (STPI), an organisation under the Ministry of Electronics and Information Technology, AIC STPI-NEXT Initiatives have signed a tripartite MoU with SINE-IIT Bombay for fostering entrepreneurship and nurturing tech start-ups.
      • It is a non-financial MoU.
      • STPI has been developing 25 Centers of Entrepreneurship in Emerging Technologies to boost startup ecosystem.
      • Society for Innovation and Entrepreneurship (SINE)-IIT Bombay was setup in 2004.

  1. European Commission has issued its first ever green bonds to raise 12 billion euros ($13.8 billion).
      • The EU is planning to issue up to 250 billion euros in green bonds by the end of 2026 as part of its plans to finance the EU’s recovery from the coronavirus crisis.
      • The bond’s duration is 15 years.

  1. 58th edition of the Renewable Energy Country Attractiveness Index has been released by Ernst and Young (EY).
      • The index ranks countries on the attractiveness of their renewable energy investment and deployment opportunities.
      • Total – 40 countries
      • Top – US, followed by China
      • India’s rank – 3rd
      • In this edition, a new Power Purchase Agreements (PPAs) index has been introduced which assesses the Corporate Power Purchase Agreements (PPAs) markets and their growth potential.
      • The PPA index ranked 30 countries, out of which USA is at the top. India is at the 6th rank.
Renewable Energy Country Attractiveness Index
  1. International Energy Agency has launched the World Energy Outlook 2021.
      • As per this report, the world needs an investment of USD 4 trillion in clean energy by 2030 to keep 1.5 °C global temperature.

  1. Major banks have picked up stakes in National Asset Reconstruction Company Ltd (NARCL): –
      • 51% to be owned by Public Sector Banks and the rest by Private Sector lenders.
      • State Bank of India – 13.27% (to be brought down to 9.9% by December 2021)
      • Union Bank of India – 13.27% (to be brought down to 9.9% by December 2021)
      • Indian Bank – 13.27% (to be brought down to 9.9% by December 2021)
      • Punjab National Bank – 12.06% (to be brought down to 9% by December 2021)
      • Canara Bank – 12% (Sponsor of the NARCL)
      • P.M. Nair (a stressed assets expert from SBI) has been appointed as the managing director of NARCL.

  3. Department of Posts has launched a digital version of the postal life insurance policy – ePLI bond, which subscribers can access through Digilocker.
      • The Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) policy bonds are now available in the ‘electronic form’, and the digital copy will be treated as a valid policy document by the department for all transactions.
      • ePLI bond is the Postal Department’s first digital integration with Digilocker. This will help in quick settlement of claims.
      • If the user is holding multiple postal and rural PLI policies, all of the policies can be downloaded immediately after the issue of the policy bond by the Department of Posts.
  4. About Digilocker:

      • Digilocker has been developed by the National e-Governance Division (NeGD) of the Ministry of Electronics & IT under the Digital India programme.
      • It was launched on 1st July 2015.
      • The digital platform is a repository of all documents issued by different govt depts / ministries in favour of citizens. Citizens can download the documents by logging in the platform by using their Aadhar Cards.
  5. RBI has issued a small finance bank (SFB) licence to Unity Small Finance Bank (formed by the Centrum Group and BharatPe).
      • The SFB will start operations with a Rs 1,500-crore loan book.
      • It has become the 12th SFB in India.
  6. RBI has imposed a penalty of Rs 30 lakh on Janata Sahakari Bank Ltd, Pune for non-compliance with certain directions.
  7. Saraswat Bank has partnered with Axis Securities to offer its customers investing services through a 3-in-1 account.
      • A 3 in 1 account allows the customers to store securities (demat account), buy or sell them (trading account) as well as save their own funds (savings account).
      • Axis Securities will provide securities-related services to the account holders.
      • Earlier this year, Axis Securities had tied up with Jana Small Finance Bank to offer similar facility to the bank’s customers.
