  1. 6th India Water Impact Summit – MoU signed:
      • 1st – cGanga and Norwegian Institute of Bioeconomy Research (NIBIO); for the development of a sludge management framework.
      • 2nd – With Innovation Centre Denmark; to encourage sharing of knowledge in water management.
      • 3rd – With UPS Hungary; to increase participation of Hungarian industry in the Ganga basin restoration and conservation programme.
      • 4th – cGanga and British Water; to promote development of the 21st century infrastructure in water and the environment sector.
      • 5th – NMCG and the Centre for Policy Research (CPR); to collaborate in research and knowledge production activities for rejuvenating rivers in India and informed policy thinking and institutional transformation for enduring outcomes for long-term impact.
  2. Union Cabinet has approved a bill on electoral reform which seeks to amend the Representation of the Peoples Act, 1951.
      • The bill seeks to link Aadhar card with the voter ID card to avoid duplication of votes and to curb the menace of multiple enrolment of the same person at different places.
      • The bill also proposes to make the electoral law “gender neutral” for service voters by replacing the word ‘wife’ with ‘spouse’ to give an equal opportunity to the husbands of women in armed forces’ to enrol as service voters.
      • The bill will also allow the youth to enrol as voters on four different dates every year, in contrast to the status quo of registration at only one fixed time in a year.
      • It will also allow the Election Commission the powers to take over any premise for the conduct of elections.
  3. ISRO is developing a small satellite launch vehicle (SSLV) with private participation that will be launched in the first quarter of 2022.
      • The union government has sanctioned ₹169 crore for the development of SSLV project.
      • SSLV will provide a payload capability of 500 kg to a 500 km planar orbit.

Union Minister for Rural Development and Panchayati Raj, Shri Giriraj Singh, launched MIS (Management Information System) portal for rankings of States/UTs in Land Acquisition Projects under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (RFCTLARR), 2013.
      • The portal has been named as ‘Vikas Portal’.
      • The portal will provide all the information related to the acquisition of land for developmental projects. On the basis of the progress made in the developmental projects, states and UTs will be ranked.
      • The portal has been developed by Department of Land Resources.
      • Minute Facts related to the ranking: –
        • Land acquisition done after 1st Jan, 2014, under the RFCTLARR Act, will be counted for ranking.
        • Each State/UT will get marks out of a total of 140 marks.
        • Negative marks for delaying implementation of development projects.
        • States/UTs will share data on the portal and it will prepare rankings for the states/ UTs, with no interference from Department of Land Resources in the ranking process.
        • The top 3 States and top 3 districts will be awarded.

State News

  1. Power Finance Corporation (a government-owned NBFC) has signed an agreement to finance the deployment of 350 electric buses across nine cities in Uttar Pradesh under the FAME-II scheme.
      • The agreement was signed with GreenCell Mobility, which is an e-mobility platform supported by the governments of India and the UK to boost the adoption of electric vehicles in the country.
      • The buses will be deployed in key cities of UP including Agra, Meerut, Aligarh, Bareilly, Ghaziabad & Mathura.
  2. Jharkhand CM Hemant Soren has launched the Sports Action toward Harnessing Aspiration of Youth (SAHAY) scheme in the Maoist-affected areas.
      • The scheme aims at nurturing young sporting talents.
  3. Telangana has issued revised guidelines for curbing child labour in the state.
      • The state department of labour will constitute a task force committee, headed by the District Collector, to effectively monitor and curb the child labour.
      • Film industry also needs to appoint children only after taking the approval from the District Collector. Work hours for such children should be restricted to 5 only, with a break after 3 hrs.

  1. Hindustan Aeronautics Limited (HAL) has awarded a Rs 2,400 crore contract to Bharat Electronics Limited for the manufacture and supply of 20 types of airborne electronic systems for the LCA Tejas Mk1A fighter aircraft
      • This is the biggest ever order that HAL has placed on any Indian company boosting ‘Atmanirbhar Bharat’ campaign.
  2. Ashok Leyland has partnered with Combat Vehicles Research and Development Establishment (CVRDE), a premier lab of DRDO, to develop and manufacture 600-HP indigenous engines.
      • These engines will power futuristic combat vehicles under Atmanirbhar Bharat mission.

Memorandum of Understanding

  1. India and Vietnam have signed a Letter of Intent to collaborate in the field of digital media.
      • The collaboration aims at sharing of information and experience in establishing policies and regulatory frameworks on digital media and social networks.
      • This year completes five years of “Comprehensive Strategic Partnership” between India and Vietnam, and the year 2022 will mark fifty years of diplomatic relations between the two countries.
  2. Ministry of Corporate Affairs and Financial Intelligence Unit-India (under the Ministry of Finance) have signed an MoU for exchanging data between two organizations.
      • The data sharing arrangement gains significance in light of development of MCA21 Version 3 and FINNET 2.0 which will utilize state of the art technology for improving their regulatory and facilitating functions.

  1. According to International Monetary Fund (IMF), the global debt has increased to $228 trillion in 2020-21.
      • This is 256% of the global GDP.
      • It is the highest increase in debt in a single year, after WWII.
      • The figures have been cited from IMF’s latest Global Debt Database.
      • Advanced economies have seen a sharp rise in their debt.
  2. The freedom soup of Haiti, also known as Joumou soup, has been added to the UNESCO List of Intangible Cultural Heritage.
      • The squash-based soup became a symbol of things long forbidden to slaves under French domination until Haiti gained independence on Jan.1, 1804, as the first nation created by insurgent Black slaves.
  3. International Development Association (IDA) of World Bank has announced a $93 billion package to help the poorest countries in tackling Coronavirus (Covid-19) crisis and boost economic growth.
      • The funds will be delivered to the world’s 74 poorest countries under the 20th replenishment (IDA20) program, which focuses on helping countries recover from the impacts of the Covid-19 crisis.

      • The report has been prepared by Institute for Competitiveness.

Highlights of the Report:

    • States have performed particularly worse in the Governance pillar because over half of the states have a score that is below the national average, i.e., 05, the lowest across all pillars.
    • In Access to Education pillar, the performance of Large States such as Rajasthan (25.67), Gujarat (22.28), and Bihar (18.23) is noticeably below average.
    • Whereas the North-eastern states have the highest scores as a result of their superior performance.
    • In the access to education pillar, Andhra Pradesh has outperformed Kerala.
    • There is a huge gap between scores of Kerala (67.95) and the rest of the states of India. This vast variation is observed in the Learning outcomes and Educational Infrastructure.
    • Only 17 states and 4 union territories have scored above the national average of 48.38 on Index of Foundational Literacy and Numeracy.
