  1. Union Minister for Agriculture and Farmers Welfare, Narendra Singh Tomar, has inaugurated the world’s second-largest refurbished state-of-the-art National Gene Bank for Seeds at the National Bureau of Plant Genetic Resources (NBPGR), Pusa, New Delhi.
      • Gene Banks are a type of biorepository which preserve genetic material in form of seed plants, tissue cultures etc.
      • The National Gene Bank was established in the year 1996 to preserve the seeds of Plant Genetic Resources (PGR) for future generations, and has the capacity to preserve about one million germplasm in the form of seeds.
        • Germplasm is living tissue from which new plants can be grown.
      • Presently, the bank is protecting 4.52 lakh accessions, of which 2.7 lakh are Indian germplasm and the rest have been imported from other nations.
      • NGB has four kinds of facilities, namely, Seed Genebank (- 18°C), Cryogenebank (-170°C to -196°C), In vitro Genebank (25°C) and Field Genebank, to cater to long-term as well as medium-term conservation.
      • It stores different crop groups such as cereals, millets, medicinal and aromatic plants and narcotics, etc.
      • India also has a National Animal Gene Bank, which is established at the National Bureau of Animal Genetic Resources in Karnal, Haryana.
      • The world’s largest – Svalbard Global Seed Vault – is located in Norway.
      • India’s seed vault is at Chang La (Ladakh) in the Himalayas. Seed Vault is a place used for storage of seeds as a source for planting in case seed reserves or biodiversity elsewhere are destroyed.
  2. Article 12 of the Indian Constitution – It defines ‘State’ that includes the Government and Parliament of India and the Government and the Legislature of each of the States and all local or other authorities within the territory of India or under the control of the Government of India.
      • Part III of the Constitution – It deals with the fundamental rights. All actions by ‘State’ (as defined in the Article 12) which hamper any individual’s fundamental rights (as provided in the Part III) can be challenged in the Court of Law.
      • Current News – A plea has been filed in the Delhi High Court to declare PM Cares Fund as a ‘State’ under Article 12 to ensure transparency in its functioning.
        • The court observed that PM CARES Fund is not ‘State’ under the Constitution, usage of the domain name ‘gov’, the Prime Minister’s photograph, State emblem among others has to stop.
  3. Supreme Court has allowed women candidates to appear for National Defence Academy (NDA) entrance exam scheduled on September 5.
      • The order was given by a Bench, led by Justice SK Kaul.
  4. NITI Aayog’s Atal Innovation Mission, in collaboration with Dassault Systemes, has launched Student Entrepreneurship Program (SEP) 3.0 for the young innovators of Atal Tinkering Labs (ATL).
      • The theme of SEP 3.0 is based on ‘Made in 3D – Seed the Future Entrepreneurs Program’.
      • As part of this program, a team from each school (6 students and a teacher) will be allocated seed funding towards creating their own start-up, design and prototype their innovation using 3D printing, prepare marketing campaign, define product pricing and create expansion strategy.
      • A total of 51 teams from 29 states will participate in the challenge.
  5. MyGov (under the Ministry of Electronics and Information Technology) and UN Women have jointly launched the Amrit Mahotsav Shri Shakti Innovation Challenge 2021 to encourage technology solutions developed by Women Entrepreneurs.
      • Aim of the Challenge – To support and promote women entrepreneurs and women led Start-ups to find innovative solutions in the area of Women Safety and Empowerment.
      • Last year, the Covid-19 Shri Shakti Challenge was launched to encourage women to find solutions to tackle Covid-19.
      • The selected entrepreneurs in the IDEATION Stage will be given a grant of INR 1,00,000 each (total INR 10,00,000) to develop the Proof of Concept (POC) of their idea. Mentors will also be assigned to the entrepreneurs to help develop the idea.
      • In the final Stage, 3 entries will be selected for a reward of INR 5,00,000 each by UN Women, for final development and rollout.

State News

  1. Chhattisgarh government has launched the ‘Rajiv Gandhi Grameen Bhumihin Majdur Nyay Yojana’ for benefiting 12 lakh landless labour families.
      • The scheme has a budget of Rs 200 crores.
      • Under the scheme, the families of the beneficiaries will be given Rs 6,000 annually.
      • The aim of the scheme is to support rural landless labourers with minimum wages so that they can access basic amenities.
      • The beneficiaries are expected to receive their benefits before the end of this financial year, on March 31, 2022.
      • The scheme is focused on covering MGNREGA and contract workers, but assistance will also be provided to beneficiaries such as barbers, blacksmiths, dhobis (washermen and washerwomen) and priests across Chhattisgarh.
  2. Odisha has announced to provide smart health cards to 3.5 crore people from 96 lakh families in the state under the Biju Swasthya Kalyan Yojana.
      • Women will be able to avail the treatment of up to Rs 10 lakh per year and other family members can avail the treatment of up to Rs 5 lakh each.
      • Beneficiaries of national and state food security schemes, and Annapurna and Antyodaya initiatives will get the cards.
      • The beneficiaries can avail health services in more than 200 hospital chains across the country including Odisha.
      • Odisha became the first state in India to offer smart health cards. SMART Health Cards are paper or digital versions of the clinical information of patients, such as vaccination history or test results. Smart health cards contain bar code or a smart chip.
      • Odisha govt had launched Biju Swasthya Kalyan Yojana in 2018 aims to provide Universal Health coverage, in place of the Ayushman Bharat scheme.

  1. Jammu & Kashmir administration has launched Karkhandar scheme for artisans and weavers in the UT.
      • Under this scheme, Directorate of Handicrafts and Handloom Kashmir/Jammu will provide training to the artisans and weavers for reviving the handicraft and creating a skilled manpower.
      • The scheme will boost high potential handicrafts as well as low potential handicrafts.
      • Out of the low potential handicrafts, Glazed tiles, Silver ware, and filigree will be taken up for full revival in the first instance.
      • Under the scheme, the meritorious trainees will be given Rs 2,000 per month as honorarium and the trainer will get Rs 2,000 per month for each trainee plus Rs 25,000 for logistics, raw materials, etc.
  2. Arunachal Pradesh has signed an MoU with the North Eastern Electric Power Corporation Limited (NEEPCO) for development of two hydro-electric power projects – the 120 MW Nafra in West Kameng and 90 MW New Meling in Tawang districts.
      • Nafra hydro-electric power project will be developed on Bichom River.
      • New Meling hydro-electric power project will be developed on Mago Chu river, a tributary of Tawang Chu river in Brahmaputra basin.

  1. Indian and UK navies conducted their Konkan exercise in Portsmouth, UK.
      • The first edition of the Konkan exercise was held in 2004.
      • INS Tabar from Indian side and HMS Westminster from UK participated in it.
      • Indradhanush is India-UK air force exercise and Ajeya Warrior is army exercise.
      • Last month, India and UK navies conducted wargames and drills in the Bay of Bengal. UK’s HMS Queen Elizabeth and carrier strike group-21 participated in it.
  2. Indian Navy has participated in the US Navy-led Southeast Asia Cooperation and Training (SEACAT) military exercise in Singapore.
      • The military exercise also included navies of 20 other partner nations as well.
      • Other participants – Australia, Bangladesh, Brunei, Canada, France, Germany, Indonesia, Japan, Malaysia, Maldives, New Zealand, Philippines, South Korea, Singapore, Sri Lanka, Thailand, East Timor, United Kingdom, United States, and Vietnam.
      • International Fusion Centre in Singapore will serve as a centralised hub for crisis coordination and information sharing of suspicious vessels during the simulation. A maritime operations centre based out of the International Fusion Centre participated in the exercise.
      • SEACAT began in 2002 as “Southeast Asia Cooperation Against Terrorism” and this is the 20th edition of the exercise.

  1. According to a report prepared by HouseFresh (a British company), Ghaziabad was the second most polluted city in the world in 2020, preceded by China’s Hotan.
      • After Hotan and Ghaziabad, Bangladesh’s Manikganj was ranked as the third most polluted city of the world.
      • As per the report, Bangladesh was the most polluted country in the world in 2020, followed by Pakistan, India and Mongolia.
      • The report assessed 50 most polluted cities in the world based on the Air Quality Index of the cities. 49 cities out of the total 50, are located in Bangladesh, Pakistan, China, and India.
      • Judbury (Australia), Kailua Kona (U.S.A.), and Muonio (Finland) were the cities with the cleanest air. Japanese city Obihiro is Asia’s top city with cleanest air.

  1. SEBI has setup a panel of experts who will look into the process of shifting the country’s trade settlement cycle to T+1 (Trade plus 1 day) from the current T+2.
      • Implication – This means that the shares would be transferred to the buyer’s demat account the day after the transaction, and the seller would receive the proceeds.
      • At present, trades are settled 2 working days after the transaction is done. India moved to the T+2 settlement cycle from the T+3 cycle in April 2003.
      • Benefits – The reduction in settlement time would increase the liquidity and trade turnover. Less settlement time means less risk of default by brokers.
      • Opposition to this reform – FPIs have reservations that implementation would be difficult because of the time difference. This measure may impact volume on the cash market as FPIs account for more than 40 percent of the market.
      • Currently, most of the global markets operate on T+2 but some large markets including the US have resolved to shorten the settlement cycle to T+1 by 2023.

  4. About the FRUITS Portal:

      • In December 2020, Karnataka had captured all information of the farmers on one platform – FRUITS (Farmer Registration and Unified beneficiary Information System) Portal.
      • FRUITS is the first of its kind portal in India to capture all the details of farmers at one place.
      • The portal has details of the land owned by the farmers, crops grown, loans taken from the banks and financial institutions, insurance coverage and also the benefits availed from various government schemes.
      • Using this number, the Financial Institutions (FIs) and lending institutions can check the land details of the farmers as well as their borrowings and take a quick decision on lending money to the farmers depending on their requirements.
      • Canara Bank became the first bank to get access to the FRUITS platform on a pilot basis. The portal will be made accessible to all FIs gradually.
      • The FRUITS portal is also integrated with BHOOMI portal of the state to integrate land records.
  5. SBI Life Insurance has launched a new-age protection solution– ‘SBI Life eShield Next’ — an individual, non-linked, non-participating, life insurance pure risk premium product.
      • The policy is offered in three variants –
        • Option 1: In the case of Level Cover Benefit, the absolute amount assured stays constant throughout the policy term.
        • Option 2: For Increasing Cover Benefit, the absolute amount assured on death would increase by 10% p.a. (simple) of the basic sum assured at the end of every 5th policy year, subject to a maximum increase of up to 100% of the basic sum assured.
        • Option 3: Level Cover with Future-Proofing Benefit allows you to increase your cover as you achieve through life’s essential milestones like getting married or becoming a parent or buying a house without undergoing further medical tests.
          • This facility is available only once during the policy term.

      • The rebate will be in the range of 0.3% to 4.3%.
      • The scheme aims to refund exporters duties and taxes such as VAT on fuel used in transportation, Mandi tax and duty on electricity used during manufacturing, that were so far not being refunded.
      • The scheme’s total outlay is Rs 12,454 crores for FY22. It will cover 8,555 products (which account for 2/3rd of total exports) from various categories like textile, leather, gems and jewellery etc.
      • Total Rs 19,400 crores have been allocated for FY22 for RoDTEP and the Rebate of State and Central Taxes and Levies (RoSCTL) for apparel.
      • Both these schemes would cover 95% of the exports.
