  1. Department of Biotechnology has launched the ‘One Health Consortium’, consisting of 27 organisations, led by DBT-National Institute of Animal Biotechnology, Hyderabad.
      • The One Health Consortium has been established to carry out surveillance of important bacterial, viral and parasitic infections of zoonotic as well as transboundary pathogens (extremely contagious; potential of becoming epidemic) in the country. PM Narendra Modi had called for ‘One Earth, One Health’ approach to tackle the Covid-19 during the G7 Summit in June.
      • This consortium works for the governance of infectious diseases, specially efforts to prevent and contain zoonotic diseases throughout the world. Partners – The consortium consists of AIIMS, Delhi, AIIMS Jodhpur, IVRI, Bareilly, GADVASU, Ludhiana, TANUVAS, Chennai, MAFSU, Nagpur, Assam agricultural and veterinary university and many more ICAR, ICMR centres and wildlife agencies.
  2. Union Minister for Information and Broadcasting, Anurag Thakur, has launched ‘MyParking’ App through which people can book parking slots online in the areas under South Delhi Municipal Corporation.
      • The app has been developed by Broadcast Engineering Consultants India Limited (BECIL) in association with South Delhi Municipal Corporation (SDMC).
      • ‘MyParking’ app can be used in all the parking spaces of the SDMC.
      • By using the app people will get information about the number of vehicles in the parking lot.
  3. Central Govt has formed a working group, comprising of officials from Centre, States, and Insurance Companies.
      • Purpose of the Working Group – The group will recommend the reasonable premium price.
        • The group will also look into ways to adopt suitable technology-based approaches for early settlement of claims by modifying traditional methodology of Crop Cutting Experiments (CCEs) for loss estimation.

Is the PMFBY failing in achieving its purpose?
• Issue - Many states including Gujarat, Andhra Pradesh, Telangana, Jharkhand, West Bengal and Bihar have exited the PMFBY scheme, citing the high cost of premium borne by them.
○ Some of the states have never implemented this scheme.
○ This is defeating the purpose of PMFBY, which is to secure the income of farmers.
• Premium Rate - The premium to be paid by farmers is fixed at 1.5% of the sum insured for rabi crops and 2% for Kharif crops, while it is 5% for cash crops under PMFBY.
○ The balance premium is split equally between the Centre and states.
• States’ Demands - States have demanded their share of the premium subsidy be capped at 30% while some others demand the Centre to bear the entire subsidy.
• Farmer’s Will - On the other hand, farmer participation is also low in this scheme. Less than 12% of 14.6 crore land owning farmers are covered under the scheme during kharif season.
  1. Central govt has renamed the ‘Mount Harriet’, located in Andaman and Nicobar Islands, as “Mount Manipur” in honour of Manipur’s Maharaja Kulchandra Dhwaj Singh and 22 other freedom fighters who were imprisoned there.
      • Mount Harriet National Park’ has also been renamed as ‘Mount Manipur National Park’.
  2. As per the Union Ministry of Labour and Employment’s data, 4.09 crore workers have registered on the e-Shram portal in two weeks.
      • Of these around 50.02% of beneficiaries are female and 49.98% are male.
      • The e-Shram portal is aimed at allowing unorganized workers including migrant workers to avail the benefits of various social security and employment-based schemes.
      • Odisha, West Bengal, Uttar Pradesh, Bihar and Madhya Pradesh saw the highest number of registrations.
      • The largest number of registered workers are from agriculture and construction.

State News

  1. Gujarat government has decided to give Rs 5,000 worth of special financial aid to the state’s tribal population for a trip to the Ram Janmabhoomi in Ayodhya.
  2. Punjab CM Charanjit Singh Channi has launched the ‘Mera Ghar Mere Naam’ scheme to give ownership rights to people living in houses within the ‘lal lakir‘ of villages and cities.
      • ‘Lal lakir’ refers to land that is part of the village habitation and is used for non-agriculture purposes only. Earlier, this scheme was launched only for the residents of villages but now it is being extended to the eligible residents of the cities within the ‘lal lakir’.
      • After the proper identification or verification of the land, eligible residents will get the property cards (sanads) to give ownership rights to them.
      • Another scheme – ‘Basera’ is providing relief to people residing in slum areas outside the ‘lal lakir’ by giving ownership rights to them.
  3. Delhi govt will soon launch the Rojgar Bazaar 2.0 portal, a job matching platform for youth.
      • Rojgaar Bazaar 2.0 would be a first-of-its-kind innovative platform launched by any state government to provide all employment-related services seamlessly to its citizens.
      • The platform has AI-based smart-matching and employer verification facility.
      • Beneficiaries can access skill training, career guidance and skill credentialing on this portal and a mobile app will also be made available.
      • Rojgaar Bazaar 1.0 was launched in August 2020 to provide jobs to the unemployed.

  1. 17th edition of the India-U.S. bilateral army exercise, Yudh Abhyas 2021, has started at the Joint Base Elmendorf Richardson, Alaska, U.S.
      • It will continue from October 15 to 29.
      • The previous version of this exercise was held at the Mahajan Field Firing Ranges in Bikaner in February 2021.
  2. Indian Army has won the gold medal in a multilateral exercise named as “Cambrian Patrol Exercise”, which was held in UK, during October 13-15.
      • The 4/5 Gorkha Rifles (Frontier Force) represented the Indian Army at the drill held at Brecon, Wales.
      • The exercise is also known as the “Olympics of military patrolling”.
      • This year, only three international patrols out of the 96 participating teams were awarded a gold medal.

  1. India and Russia have signed an MoU for collaboration in the mining and steel sectors, with special focus on coking coal.

  3. RailTel Corporation has signed an MoU with the Centre for Development of Telematics (C-DOT) for modernisation and expansion of communication networks in India.
      • C-DOT and RailTel will help in providing affordable broadband services to the masses in the rural areas by lowering the cost of equipment.
      • C-DOT is a premier research centre under the Department of Telecommunications whereas RailTel works under the Ministry of Railways.

  1. At the G20 Trade and Investment Ministerial Meeting 2021 in Sorrento, Italy, the G20 leaders unveiled the “G20 Innovation League”.
      • This initiative aims to bring together the most promising startups from G20 countries together with institutions and investment funds so they can collaborate and develop innovative sustainable business projects.
      • In 2021, 100 startups competed in the G20 Innovation League. Of these, winners for each category have been announced.

      • Xihe is the goddess of the sun in Chinese mythology.
      • The other name of the Xihe satellite is “Chinese Hα Solar Explorer (CHASE)”.
      • China Aerospace Science and Technology Corporation (CASC) has developed the satellite.
  3. Another Launch – Shenzhou-13:

      • China has also launched the Shenzhou-13 spaceship on a Long March-2F to its Space Station (named as Tiangong Space Station).
      • This is a six month mission, carrying three astronauts to the Space Station. It is the longest duration for the Chinese astronauts in the space station.
  4. Russian crew has filmed scenes for a movie named “The Challenge” in space.
      • Actress Yulia Peresild and film director Klim Shipenko shot the movie from International Space Station (ISS).
      • Now, they have returned to Earth and landed on Kazakhstan’s steppe.
      • This is the first time in the world that a movie has been shot in space.
      • “Firsts” of Russia – The Soviets launched the first satellite Sputnik, and sent into orbit the first animal, a dog named Laika, the first man, Yuri Gagarin and the first woman, Valentina Tereshkova.

  1. World Health Organization has released the “Global TB Report” 2021.
      • The report focussed on the impact of Covid-19 on the progress made in TB elimination worldwide. Covid-19 has slowed down the pace of TB cases detection, especially because of similar symptoms.

Global Scenario:

      • There is a large global drop in the number of people newly diagnosed with TB and reported.
        • This fell from 7.1 million in 2019 to 5.8 million in 2020, an 18% decline back to the level of 2012.
        • The diagnosis was far short of the approximately 10 million people who developed TB in 2020.
      • 16 countries accounted for 93% of this reduction, with India, Indonesia and the Philippines the worst affected.
      • India’s diagnosis of new cases declined by 41% in 2020.
      • The global number of people who were provided with TB preventive treatment declined by 21% from 3.6  million in 2019 to 2.8 million in 2020.
      • Before Covid-19, TB was the 13th leading cause of death worldwide, and top cause from a single infectious agent.
      • In 2020, it is anticipated that TB will rank as the second leading cause of death from a single infectious agent, after COVID-19.
        • TB is caused by the bacillus Mycobacterium tuberculosis.

  1. International Monetary Fund (IMF) has released its “Annual Report on India”.
      • Under Article IV of the IMF’s Articles of Agreement, the IMF holds bilateral discussions with members, usually every year.
      • GDP Growth is projected at 9.5% in 2021/22 and 8.5% in 2022/23.
      • Headline CPI inflation is projected at 5.6% in 2021/22.
      • The contraction in economic activity, lower revenue, and pandemic-related support measures are estimated to have led to a widening of the fiscal deficit to 8.6% and 12.8% of GDP in 2020/21 for the central and state governments, respectively.
      • India’s economy is gradually recovering after two Covid-19 waves.
  2. SEBI has constituted a four-member high powered advisory committee on settlement orders and compounding of offences.
      • The committee will be chaired by Vijay C Daga, retired judge of High Court of Bombay.
      • The panel will work as per the Settlement Proceedings Regulations, 2018 of SEBI, which allows an alleged wrongdoer to settle a pending case with the regulator by paying a settlement fee.
      • SEBI is also planning to reduce the time limit for filing settlement applications from 180 to 60 days.
  3. RBI has withdrawn all restrictions imposed on Hindu Cooperative Bank Limited, Pathankot, Punjab.
      • The restrictions were imposed on the bank in 2019.
  4. RBI has imposed a penalty of ₹1 lakh on The Kurla Nagarik Sahakari Bank Ltd, Mumbai (aka KNS Bank) for contravention certain norms related to Depositor Education and Awareness Fund Scheme, 2014.
  5. RBI has authorised the Karur Vysya Bank (private bank) to collect direct taxes on behalf of the Central Board of Direct Taxes (CBDT)
      • Once the integration process between the bank and CBDT gets completed, the bank customers can remit the direct taxes through any branch or through net banking or mobile banking services (DLite Mobile application).
