  1. GAIL (India) has announced to build India’s largest green hydrogen plant in the next 12-14 months.
      • The site of the plant has not been decided yet. However, Vijaipur in Madhya Pradesh is a potential site.
      • The plant is expected to have a 10 MW electrolyzer capable of generating 4.5 tonnes of green hydrogen daily.
      • The CMD of GAIL India, Manoj Jain, has announced this at India Energy Forum by CERAWeek.
  2. A total of 152 Centre for Financial Literacy & Service Delivery (SAKSHAM Centres) have been launched under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) across 77 districts of 13 states.
      • These have been launched as part of Azadi ka Amrit Mahotsav.
      • Centre for Financial Literacy & Service Delivery (CFL&SD) would act as one stop solution/single window system for basic financial needs of Self-Help Group (SHG) households in rural areas.
      • These Centres will be managed by SHG network, largely at the level of the Cluster Level Federations (CLFs), with the help of trained Community Resource Persons (CRPs).
      • These trained CRPs are provided six days residential training at Rural Self Employment Training Institutes (RSETIs), established by the Lead Bank of the district.
      • All of these Financial Literacy Community Resource persons are also provided a training tool kit in vernacular languages.
      • Ministry of Rural Development has also developed a mobile & web-based application called “SAKSHAM” for the CRPs to monitor the penetration of various financial services for each SHG & village and identify gaps.

  4. Highlights of the 4th General Assembly:

      • ISA-Bloomberg Agreement – The ISA has signed a pact with Bloomberg Philanthropies to mobilize $1 trillion in global investments for solar energy across ISA’s member countries.
        • The two organizations will work with World Resources Institute (WRI) to develop a Solar Investment Action Agenda and a Solar Investment Roadmap, which will be launched at COP26.
        • The ISA can enable energy access for 800 million people worldwide. ISA will cover credit guarantees and help in driving green energy investments in these countries.
        • ISA targets $1 trillion of investment in solar by 2030.
      • Launch of two new initiatives – Management of Solar PV panels & battery usage waste and, Solar Hydrogen programme were launched.
        • The Solar Hydrogen programme aims at enabling the use of solar electricity to produce hydrogen at a more affordable rate than what is available currently (USD 5 per KG), by bringing it down to USD 2 per KG.
        • Management of Solar PV panels & battery usage waste – Under this initiative, the focus will be on tackling the solar waste and implement suitable laws for it.
      • UK and India will together bring the ‘Green Girds Initiative’ and ‘One Sun, One World, One Grid’ at COP26, in Glasgow.
        • ‘One Sun, One World, One Grid’ – India’s ambitious global grid declaration – is expected to be adopted at the UN Climate Change Conference in Glasgow.
        • ISA is the nodal agency for implementing OSOWOG.
        • OSOWOG seeks to transfer solar power generated in one region to feed the electricity demands of others.
        • A consortium led by French state-run power utility firm EDF and comprising France’s AETS, and India’s The Energy and Resources Institute (Teri) has been tasked with creating the road map for the global grid OSOWOG.
        • 1st phase – The first phase deals with the Middle East—South Asia—South East Asia (MESASEA) interconnection for sharing green energy sources such as solar for meeting electricity needs including peak demand.
        • 2nd phase – MESASEA grid gets interconnected with the African region;
        • 3rd phase – It is about global interconnection.
      • ISA’s Financial Assistance – ISA gives up to $50,000 aid to 11 members for demonstrative solar projects.
      • India introduced a draft resolution in the UN General Assembly for granting Observer Status to ISA.

      • The Jaynagar – Kurtha section of rail link is the part of 68.7 km Jaynagar – Bijalpura- Bardidas rail link.
  6. Ministry of Power has announced new rules to ease financial stress of various stakeholders in power sector and ensure timely recovery of costs involved in electricity generation.
      • The rules notified by the Ministry of Power under Electricity Act, 2003 are in the interest of the electricity consumers and the stakeholders.
      • The rules are Electricity (Timely recovery of costs due to Change in Law) Rules, 2021 and Electricity (Promotion of generation from renewable sources of energy by addressing Must Run and other matters) Rules, 2021.
  7. Foreign Delegation in India: –
      • World Trade Organization’s D-G Dr Ngozi Okonjo-Iweala visit to Delhi, ahead of the 12th Ministerial Conference of WTO in Geneva. This would be co-hosted by Kazakhstan.

    • UK Navy Chief Admiral Sir Tony Radakin arrived in India on a three-day visit.
    • UK foreign secretary Liz Truss visit to Delhi and Mumbai.
      • During Liz Truss’s visit, she will announce $70 million (£50.4 million) investment in India by the Foreign, Commonwealth & Development Office’s investment arm CDC to fund green tech infrastructure projects through the joint Green Growth Equity Fund.
      • She will announce £11.5 million UK investment in 2 venture capital funds for supporting India’s transition to cleaner energy.
      • UK Research and Innovation (UKRI) will invest £500,000 to build a new virtual network of UK and Indian labs to promote Net Zero targets in key industries including glass, cement, and metals.

State News

  1. Tamil Nadu CM M K Stalin has launched two initiatives by the Information Technology (IT) department named ‘e-munnetram’ (e-progress) and ‘IT Nanban’ (IT-friend).
      • ‘e-munnetram’ (e-progress) monitors the progress of various projects undertaken by the Tamil Nadu government.
      • IT Nanban‘ (IT-friend) is an interactive platform for IT/ITeS industry in the state. It creates awareness about various government tenders that are floated for procuring services of the industry.
      • Tamil Nadu e-Governance Agency has developed the portal ‘e-Munnetram’.
  2. Goa govt has signed an MoU with Tata Consultancy Services (TCS) for providing essential skills like computational thinking, coding and communication to children.
      • In addition, a letter of intent was also signed with the Association for Computing Machinery (ACM), India and Google CS Education.
      • The initiative will help youth and students to bridge the skill gap with this training.
      • Through these collaborations, the Directorate of Higher Education (DHE) is organising its first programme entitled Kaushalya Week, a skill development vacation camp for school children from November 8 to 13.
      • The second programme that is planned from this academic year by DHE will further help college students to improve employability and communication skills under TCS’ Youth Employment Programme (YEP).
  3. Goa has achieved the ODF status and connected every household with electricity.
      • Goa became the first state Goa with 100% tap water connection under Har Ghar Jal Mission.
      • Goa also achieved 100% target in providing free ration to the poor and needy.
      • Goa also has completed 100% first dose vaccination.
      • PM Narendra Modi interacted with beneficiaries and stakeholders of the ‘Aatmanirbhar Bharat Swayampurna Goa’ programme, which was launched in 2020.
      • Under this programme, a state government officer is appointed as ‘Swayampurna Mitra’ to ensure that various government schemes and benefits are available to the eligible beneficiaries. The Mitra ensures this by visiting designated panchayat or municipality.
      • As a part of the initiative, government officers, teachers and students reach out to each and every village panchayat.
  4. Karnataka celebrates the Kittur Rani Chennamma Jayanthi on October 23.
      • Rani Chennamma was a brave ruler who led an armed rebellion against the British East India Company in 1824.
      • The celebrations took place at Rani Chennamma’s statue in Hubbali in Dharwad district.

  1. DRDO has successfully tested the ABHYAS vehicle from the Integrated Test Range (ITR), Chandipur off the coast of Bay of Bengal in Odisha.
      • ABHYAS is designed and developed by DRDO’s Aeronautical Development Establishment (ADE), Bengaluru.
      • ABHYAS is a high-speed expendable aerial target (HEAT).
      • ABHYAS will be used for testing missiles against the UAVs or drones. ABHYAS will act as the UAVs for the purpose of evaluation.

  1. Indian Navy will conduct Offshore Sailing Regatta (sporting event) to celebrate the Azadi ka Amrit Mahotsav from Kochi to Goa under the aegis of Indian Naval Sailing Association (INSA).
      • Participating Indian Naval Ships are Mhadei, Tarini, Bulbul, Neelkanth, Kadalpura and Hariyal.
  2. Ministry of Defence has signed a Rs 423-crore contract with the United States for procurement of MK 54 torpedo to equip its P-81 maritime surveillance aircraft with anti-submarine capability.
      • The MK 54 torpedo is developed by Raytheon Integrated Defense Systems.
      • The MK 54 is an advanced version which combines the advanced sonar transceiver of the MK 50 torpedo with the legacy warhead and propulsion system of the older MK 46.
      • In April 2020, US approved the sale of 16 MK 54 All Up Round Lightweight Torpedoes (LWT), three MK 54 Exercise Torpedoes to the Government of India.

Memorandum of Understanding

  1. STPI FinBlue, Chennai, has signed an MoU with ASEAN Financial Innovation Network Ltd (AFIN) to explore cross border collaboration.
      • Through this MoU, AFIN will empower start-ups incubated at STPI FinBlue, Chennai to develop ‘World Class Products’.
      • STPI FinBlue is working in financial technology. It was setup by Software Technology Park of India (STPI), Ministry of Electronics and IT.
  2. Space startups Bellatrix Aerospace and Dhruva Space have each signed an MoU with Larsen & Toubro Ltd. (L&T) to address the growing global demand for affordable access to space.
      • The MoU was signed during the Dubai Expo 2020.
      • Bellatrix and Dhruva will create technologies to make access to space affordable.

International News

  1. USA has successfully tested hypersonic missile technology, a new weapons system which is already being deployed by China and Russia.
      • The test, conducted at a NASA facility in Wallops, Virginia.

  3. 7th Meeting of BRICS Communications Ministers was chaired by MoS of Communication Shri Devusinh Chauhan.
      • BRICS Ministers adopted the Terms of References of Digital BRICS Task Force and supported the advancement in work of the BRICS Partnership on New Industrial Revolution (PartNIR) across several Working Groups meeting in 2021.
      • Ministers adopted the proposal to host the Digital BRICS Forum annually to facilitate sharing of information and knowledge, practices, initiatives, etc. on agreed cooperation areas.
  4. During the Organization for Economic Co-operation and Development (OECD) meeting, key international trade partners, including the US, EU, Australia and Canada, have agreed to end export credit support for unabated coal-fired power plants.
  5. In a meeting of the G7 Trade Ministers in London, the nations decided to govern cross-border data use and digital trade.
      • The countries have adopted the G7 Digital Trade Principles that will guide the G7’s approach to digital trade.

  1. “National Intelligence Estimate (NIE) on Climate” report of US has categorised 11 countries, including India, as the ‘country of concern’ on climate.
      • These 11 countries are “highly vulnerable” in terms of their ability to prepare for and respond to environmental and societal crises caused by climate change.
      • Global warming will also increase geopolitical tensions and risks to US national security in the period up to 2040.
      • “Countries of Concern” are Afghanistan, India, Pakistan, Myanmar, Iraq, North Korea, Guatemala, Haiti, Honduras, Nicaragua and Colombia.
      • Heat, drought, water availability and ineffective government make Afghanistan specifically worrying. Water disputes are also a key geopolitical flashpoint in India and the rest of South Asia.
      • Climate change is likely to increase the risk of instability in countries in Central Africa and small island states in the Pacific, which are most vulnerable areas in the world.
  2. 2021 Global Threat Assessment report has been released by the We Protect Global Alliance.
      • The report assesses the global response to child sexual exploitation and online abuse.
      • Child sexual abuse is a chronically underfunded issue.
      • According to “The Internet Watch Foundation”, there is an increase of 77% in child ‘self-generated’ sexual material in between 2019 to 2020.
      • Online grooming has increased by 37%. Online grooming is when someone befriends a child online and builds up their trust with the intention of exploiting them and causing them harm.
      • The report highlighted ways to use online medium to stop exploitation and online abuse.
2021 Global Threat Assessment
  1. Mumbai-based International Institute for Population Studies (IIPS) has conducted a study on life expectancy in India, which was published in ‘BMC Public Health’ journal.
      • As per the report, the life expectancy at birth in 2019 was 69.5 years for men and 72 years for women, which came down to 67.5 years and 69.8 years, respectively, in 2020.
      • The drop was caused by Covid pandemic.
      • The life expectancy at birth is calculated on the basis of the average number of years a new born is expected to live if mortality patterns at the time of the birth of the infant remain constant in future.
      • IIPS professor Suryakant Yadav has authored the report.

  1. ITILITE, an all-in-one business travel and expense management platform, has tied-up with ICICI Bank to issue commercial credit cards to businesses in the country.
      • With this, companies can now get an ‘ICICI Bank Central Travel Account Card’ and make travel bookings for employees seamlessly at a discounted rate on the ITILITE platform.
  2. Kotak Mahindra Bank has partnered with Pine Labs to expand its point-of-sale (PoS) services to more merchants, especially retailers.
  3. India Infrastructure Finance Company Ltd (IIFCL) has received approval from RBI to invest in Infrastructure Investment Trusts (InvITs).
      • IIFCL is planning to invest Rs 4,000 crore in Infrastructure Investment Trusts (InvITs) in the current fiscal.
      • IIFCL is a wholly-owned Government of India company set up in 2006 to provide long-term financial assistance to viable infrastructure projects through the Scheme for Financing Viable Infrastructure Projects through a Special Purpose Vehicle called India Infrastructure Finance Company Ltd (IIFCL), broadly referred to as SIFTI.
  4. RBI has fixed the limit of borrowing by investors from NBFCs for the purpose of investment in IPO at Rs 1 crore per borrower w.e.f., April 1, 2022.
      • RBI has also tightened the capital adequacy and provisioning rules for NBFCs to reduce risks to the broader financial system.
      • The new rules wouldn’t apply to the upcoming IPOs of Paytm or Nykaa.
      • NBFCs marked as investment and credit firms, micro finance institutions and factoring companies will have to raise net owned funds – the sum total of equity capital and free reserves – to ₹10 crore by March 2027, from the existing ₹2-5 crore.
      • RBI classifies NBFCs into Base Layer, Middle Layer, Upper Layer and Top Layer.
      • NBFCs falling in the Base category will now need to recognise bad loans from 90-day onwards. This will be done in three phases until the end of FY26.
RBI has fixed the limit of borrowing
  1. RBI has proposed stricter capital norms for Exim Bank, NABARD, National Housing Bank (NHB) and SIDBI, which would come into effect from 1 April 2022.
      • In line with Basel III framework, a minimum of 11.5% capital for the four all India financial institutions (AIFI) have been recommended.
      • These institutions should have minimum total capital at 9% from 1 April 2022 along with minimum capital buffer at 2.5%.
      • Minimum common equity tier 1 (CET1) capital would be 5.5% while minimum tier one capital requirement is proposed at 7%.
      • RBI mandates all of these financial institutions not to merge their subsidiary insurance and non-financial subsidiaries, where they hold 10% or more equity shares, into themselves for the purpose of capital adequacy.
      • RBI has allowed these AIFIs to issue bonds, both publicly and privately, for raising funds. The bonds should bear a maturity of 3 years.
      • Prior permission would be needed to issue floating rate bonds in regard to ‘reference rate’ selected and the methods of floating rate determination.

      • PK Garg is also an Arjuna Awardee recipient (1990) in Sailing and has also won the Major Dhyan Chand Khel Ratna Awardee in 1993-94. He joined the Indian Navy in 1984.
  4. About TOPS Scheme:

      • Launched in 2014, the scheme is run by Ministry of Sports and Youth Affairs.
      • Purpose – to prepare athletes so that they can win medals in Olympics.
      • In 2018, the scheme was revamped to establish a technical support team for managing the TOPS athletes and providing holistic support.
      • The scheme provides all requisite support to the athletes including foreign training, international competition, equipment and coaching camp besides monthly stipend of Rs. 50,000/- for each athlete, at present.
      • The Mission Olympic Cell is a dedicated body created to assist the athletes who are selected under the TOP Scheme. The MOC is under the Chairmanship of the Director General, Sports Authority (incumbent: Sandip Pradhan).
        • The MOC also selects the athletes, coaches, training institutes that can receive TOPS assistance.
      • In order to prepare help athletes in winning medals in Tokyo 2020, Paris 2024 and Los Angeles 2028, TOPS National Centre of Excellence (NCOE) are being set up in 14 priority disciplines.
