  1. Atal Innovation Mission, NITI Aayog has launched the Vernacular Innovator Program to allow entrepreneurs to have access to the innovation ecosystem in 22 scheduled languages.
      • This program will set aside the language barrier in the field of innovation and entrepreneurship.
      • Vernacular Task Force will be constituted and they will be provided training in each of the 22 languages.
      • Each task force comprises of vernacular language teachers, subject experts, technical writers, and the leadership of regional Atal Incubation Centres (AICs).
      • AIM will collaborate with design department of IIT Delhi for training of task force.
  2. According to the data given by the Union Ministry of Environment, Forest and Climate Change, 600 elephants have died between 2009-19 in India due to electrocution.
      • Odisha has the highest share of elephant death cases at 117, followed by Karnataka at 116 and Assam at 105 cases.
      • ‘Project Elephant’ – centrally sponsored scheme – was launched in 1992 to protect elephants, their habitats, and human-animal conflicts.
        • The scheme has also a component for ex-gratia relief in case of human death/injury and damage to property and crop loss.
        • The Ministry had constituted a task force for suggesting eco-friendly measures to mitigate impacts of power transmission lines and other infrastructure on elephants and other wildlife.
  3. Ministry of Health and Family Welfare has launched the National Oxygen Stewardship Program at AIIMS, New Delhi to empower all healthcare workers engaged in Oxygen management and administration with the essential knowledge and skills.
      • Under the program, at least one “Oxygen Steward” will be trained in each district across the country.
      • These trained professionals would be responsible for leading the training on Oxygen therapy and management in their respective districts.
  4. Major Port Authority Act, 2021 has come into effect from November 3, 2021.
      • Pursuant to the objectives of the Act, the Ministry of Ports, Shipping and Waterways has announced new Tariff Guidelines, 2021 for the PPP projects in major ports.
      • The new rules allow the PPP (public-private partnership) concessionaires on major ports to fix the tariff according to the market dynamics.
        • Concessionaires are the holders of a concession or grant, especially for the use of land or commercial premises or for trading rights.
      • This will give an edge to these concessionaires against the private operators/PPP concessionaires at non-major ports who were free to charge tariff as per market conditions.
      • These new guidelines will be applicable for future PPP projects, including the projects which are currently under the bidding stage.
      • To promote trans-shipment, the royalty will now be 0 times (from 1.5 times earlier) the normal container. Trans-shipment is the shipment of goods or containers to an intermediate destination, then to another destination.
      • To promote coastal shipment, the concessionaire is now allowed to pay only 40% of the royalty payable for foreign cargo (from 60% earlier).
  5. Major Port Authority Act, 2021

      • It seeks to amend the Major Ports Act, 1963.
      • The new bill has 76 sections, reduced from 134 earlier, to diminish the scope of ambiguity.
      • It aims to decentralise the operations of major ports.
      • Application: The Bill will apply to the major ports of Chennai, Cochin, Jawaharlal Nehru Port, Kandla, Kolkata, Mumbai, New Mangalore, Mormugao, Paradip, V.O. Chidambaranar, and Vishakhapatnam.
      • Centre will form an Adjudicatory Board for settlement of disputes arising between ports’ authority and private players/PPP concessionaires.
      • Fine for encroaching the port’s premises or land has been increased up to Rs 1 lakh.

    Autonomy to Major Ports

      • The bill aims to give operational autonomy to the major ports for achieving effectiveness in the ports’ functioning and making India’s ports world-class.
      • Now, the major ports will have a Board instead of a Trust.
      • The strength of the board has been reduced to 11-13, from 17-19 in the earlier Act.
      • Members of the Board – Chairperson, Dep. Chairperson, 1 member from State, Centre, Ministry of Railway, Defence, and Custom Department each, 2 members from employees board, and 2-4 independent members.
      • Now, the major ports can enter contracts on their own, fix tariffs, raise loans up to a certain limit; all without central govt’s intervention.
      • However, for loans above 50% of its capital reserves, the Board will require prior sanction of the central government.

    Major Ports:

      • Any port classified as major by the Centre via a gazette notification.
      • Major Ports come under Union List while non-major ports are under Concurrent List.

State News

  1. Maharashtra has launched the Chalo mobile application and Chalo smart cards to facilitate digital, and advance purchase of best bus tickets.
      • Chalo app will allow commuters to purchase bus tickets and passes through e-wallet.
  2. Kerala govt has launched the Silverline Projectsemi high-speed railway project – to link Thiruvananthapuram to Kasaragod.
      • This project will link the north-south ends of the state and reduce the travel time to less than 4hrs. from 12hrs. at present. The rail will run at a speed of 200 km/h.
      • Presently, politicians and environmentalists are protesting against the project for their own reasons.
      • Being developed by Kerala Rail Development Corporation Limited (KRDCL), the project is set to be completed by 2025.

Agricultural and Rural Development

  1. Cabinet Committee on Economic Affairs has decided to increase the minimum support price (MSP) of milling copra by Rs 255 per quintal and ball copra by Rs 400 per quintal for 2022 season.
      • The MSP for Fair Average Quality (FAQ) of milling copra has been increased to Rs 10,590 per quintal for 2022 season from Rs 10,335 per quintal in 2021.
      • The MSP for ball copra has been increased to Rs 11,000/- per quintal for 2022 season from Rs 10,600 per quintal in 2021.
      • The decision is based on recommendations of the Commission for Agricultural Costs and Prices (CACP).
      • It assures a minimum of 50% as margin of profit as one of the important and progressive steps towards making possible doubling of farmers’ incomes by 2022.
      • National Agricultural Cooperative Marketing Federation of India Limited and National Cooperative Consumer Federation of India Limited will continue to act as Central Nodal Agencies to undertake price support operations at the MSP in the coconut growing states.
  2. Ministry of Agriculture and Farmer’s Welfare has released Spices Statistics at a Glance 2021.
      • Spices production in the country grew from 67.64 lakh tonnes in 2014-15 to 79 lakh tonnes in 2020-21 with an annual growth rate 7.9%.
      • Increase in area – From 32.24 lakh hectare to 45.28 lakh hectare.
      • Export of spices contributes 41% of the total export earnings from all horticulture crops in the country.
      • It is ranked fourth in terms of exports among agricultural commodities, after marine products, non-basmati rice and basmati rice.

  1. United Nations Security Council (UNSC) has unanimously passed a resolution 2615 to loosen the severity of sanctions against the Taliban to facilitate the delivery of humanitarian aid to Afghanistan.
      • The relaxations relate to the humanitarian needs like providing food, assisting the poor at risk population, assisting them in getting proper shelter etc.
      • The resolution provides a review of the carveout every six months.
      • The U.S. and other countries had frozen more than $10 billion after the Taliban ousted the Ashraf Ghani government in August this year.

      • The health locker enables users to create digital Health IDs for themselves and their family members.
      • Ayushman Bharat Digital Mission (ABDM) was launched by the Government in August 2020 with the aim to develop an integrated digital health infrastructure in the country.
      • The Docprime received the ABDM sandbox approval in August this year.
