  1. Ministry of Chemicals and Fertilizers has launched the National Policy on Research and Development and Innovation in Pharma-MedTech Sector in India (NPRDIP) and Scheme for promotion of Research and Innovation in Pharma MedTech Sector (PRIP).
About NPRDIP
· Objectives:
o To enhance rapid drug discovery and innovative medical devices
o To incentivise private sector investment in Research and strengthening R&D ecosystem
o To encourage coordination among existing policies & programmes.
· It postulates three main areas of focus to achieve the objectives:
o To create a regulatory environment: To facilitate innovation and research in product development, expanding traditional regulatory objectives of safety and quality.
o To incentivize private and public investment in Innovation: It will be through a mix of fiscal and non-fiscal measures.
o To build an enabling ecosystem: This will be designed to support innovation and cross-sectoral research as a strong institutional foundation for sustainable growth in the sector.
· It also has proposed to set up Indian Council of Pharmaceuticals and Med-tech Research and Development.
o It will facilitate, and promote collaboration among industry, academia and research institutions etc.
· Benefits: It will lead to o Higher contribution in the GDP of the 5 trillion economy
o Increased exports and forex inflow
o Increase in global market share
o Increased drug security and availability
o Improvement of overall healthcare index and reduced disease burden
o Creation of high-end jobs in R&D and Innovation and opportunity to attract back Indian talent with expertise in R&D and Innovation
About Scheme for Promotion of Research and Innovation in Pharma MedTech Sector
· Objective: To promote industry-academia linkage for R&D in priority areas and to inculcate culture of quality research.
· Duration: 5 years (2023-24 to 2027-28)
· Budget Outlay: Rs. 5000 crores
· Two components
o Strengthening research infrastructure: It will be achieved by setting up 7 Centres of Excellence at the National Institute of Pharmaceutical Education & Research (NIPERs) in pre identified areas with a financial outlay of Rs 700 Crores.
 They have been set up as institutes of national importance for higher education and high-end research in pharmaceutics.
o Promotion of research in pharma med-tech sector in six priority areas: These include- new chemical/ biological entities and Phyto-pharmaceuticals; complex generics and biosimilars; precision medicine; medical devices; orphan drugs; drug development for AMR.
 The component has a financial outlay of Rs. 4250 Crores.
· Eligibility: Any company registered in India
· Implementation: It will be through a Project Management Agency
· Project Appraisal and Approval: It will be done by Committee under the chairpersonship of Secretary, Pharmaceuticals
· Monitoring and Evaluation: It will be done by Empowered Committee under the chairmanship of CEO NITI Aayog.

  1. The Chhattisgarh government has launched the Mukhyamantri Gramin Awas NYAY Yojana for providing houses to over 47,000 economically disadvantaged individuals in rural areas of the state.
      • The Mukhyamantri Gramin Awas NYAY Yojana will offer financial assistance for housing construction, covering 100% of the required amount for eligible beneficiaries.

      • This recognition has opened doors for commercial utilization of mithun meat, offering economic opportunities for farmers and tribal communities.
      • Mithun, also known as the “Cattle of the Hills”, is the state animal of Arunachal Pradesh and Nagaland.
      • On September 1, ICAR launched the M-ANITRA app to register Mithun farmers as “buyers” and “sellers” with the aim to help them do business at competitive prices.

  1. Central government has released the final rules for angel tax valuation of shares issued by startups to both resident and non-resident investors.
      • These rules broaden the scope of valuation methods, offering foreign investors five additional methods.
      • Angel tax, which is set at 30.6%, is levied when an unlisted company issue shares above their fair market value.
      • Previously, it was applied only to resident investors, but the budget expanded its scope to include non-resident investors.
      • These rules aim to make startup investment more attractive by easing compliance burdens and clarifying valuation methodologies.

  2. National Bank for Agriculture and Rural Development (NABARD) has issued its first rupee-denominated AAA rated social bonds with a total size of ₹1040.50 crore.
      • The bonds issued privately to eligible institutional investors will be listed on the Bombay Stock Exchange (BSE).
      • The face value of each bond is ₹1 lakh. The base issue size is ₹1,000 crore, with an option to retain oversubscription up to ₹2000 crore.

  1. According to the 2023 India Ageing Report by the United Nations Population Fund, India (UNFPA), India’s elderly population is projected to exceed the population of children (aged 0 to 15 years) by 2046.
      • More than 40% of India’s elderly population falls within the poorest wealth quintile, and around 18.7% of them live without any income, which may impact their quality of life and healthcare utilization.
      • Women tend to have higher life expectancy at the age of 60 and 80 compared to men, with variations across states.
      • The report recommends increasing awareness about schemes for older persons, regulating all Old Age Homes, and facilitating in-situ aging by creating short-term care facilities like creches or day-care facilities.
