Cabinet approved funds for Census and NPR

    🗓 26th December 2019

Union Government has approved Rs 8,754 crore for conducting Census of India, 2021 (1st digital census of India) and Rs.3,941 crore for updating National Population Register (NPR).

    • Registrar General and Census Commissioner (operating under Ministry of Home Affairs) is responsible for preparing and maintaining the census.
    • NPR will be updated for all over India except Assam, where National Register of Citizens has already been prepared.

What is the National Population Register?

NPR is a database for collecting biometric and demographic details of every “usual resident” (a person who has already spent 6 months or is intending to spend) of India.

NPR will be conducted under the Citizenship Act 1955 and Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.

The process of collecting information for NPR will start in April 2020 and will be completed by September.

NPR vs Census: While the process of NPR and Census will begin simultaneously, the two databases are not the same.

Census is the largest single source of statistical information on different characteristics of the demography of India, conducted in 10 years.

NPR only contains demographic information whereas census covers more information like demography, economic activity, literacy and education, and housing and household amenities besides others.

The census is the basis for reviewing the country’s progress in the past decade, monitoring the ongoing schemes of the government and plan for the future.

Details of the Office of the Registrar General & Census Commissioner, India:

    • It operates under the Ministry of Home Affairs, headed by Shri Amit Shah.
    • It conducts a census.
